Outsourcing vs. In-House Development: A Framework for CTOs

This is a planning framework for choosing a delivery model, not a universal rule. The useful starting point is the work to be done and who will own it after delivery.

Identify long-term ownership

List decisions that depend on deep product context. Assign an internal owner for priorities, acceptance and the knowledge that must remain available after a project ends.

Separate capability from capacity

A short-term workload increase and a specialist skill gap are different problems. Define the duration, expected output and handover needs before comparing hiring with an external engagement.

Make collaboration observable

Agree on access to task trackers, video progress reports and test results. Name the people who resolve requirements questions and approve scope changes.

Compare complete costs

Include onboarding, management time, documentation and maintenance in the comparison. A lower hourly rate alone does not establish a lower delivery cost.

Plan the handover early

Decide who owns repositories, accounts, deployment access and support. An external team can work alongside an internal product owner; the right boundary depends on your organisation.
